PCdoB: Unity of the Peoples Against Imperialism and Fascism
Statement by the Communist Party of Brazil (PCdoB), delivered by Ana Prestes, Secretary for International Relations of the Central Committee, on August 8 in Havana, during the 24th Meeting of Communist and Workers’ Parties (EIPCO). The full text follows.
Dear comrades of the Communist Party of Cuba, heroic hosts of this meeting,
Representatives of the international delegations from various countries and fraternal parties,
Comrades,
I bring to all of you the warmest and most fraternal greetings from the Communist Party of Brazil, the PCdoB. We deeply appreciate the opportunity to be here, in vibrant and resilient Havana, to share our reflections on the historic moment we are experiencing and reaffirm our unwavering internationalist commitments. Being in Cuba is, in itself, an act of solidarity and resistance. From here, on the centenary of his birth, we salute the legacy of that giant of humanity, Fidel Castro Ruz, whose example and thinking inspire and guide us. We vehemently repudiate the genocidal escalation of the economic, commercial, and financial blockade imposed by U.S. imperialism on the Island of Freedom, now combined with unacceptable threats of military aggression. Cuba’s resistance is the resistance of all peoples fighting for sovereignty and justice. Cuba is not alone!
Comrades, we are living through a moment of profound geopolitical transition and a worsening of capitalism’s systemic and structural crisis. The capitalist system, led by a parasitic financial oligarchy, is clearly showing its historical exhaustion. It has nothing to offer humanity but economic stagnation, the brutal precarization of labor relations, environmental devastation, and a march toward barbarism. The financialization of the global economy has reached staggering levels, with the stock of fictitious capital far exceeding the production of real wealth. This dislocation generates constant instability, concentrates wealth in the hands of a tiny minority, and produces recurring crises that penalize workers and the countries on the periphery of the system.
We also see how the immense possibilities opened up by the technological and scientific revolution clash brutally with the constraints of capitalist relations of production. Under the strict control of monopolies and giant digital corporations—the so-called Big Tech companies—technological innovations have served to intensify the exploitation of the working class. This super-exploitation is often disguised under the false mantle of “entrepreneurship,” stripping people of their rights and pushing millions into informality. Moreover, these platforms have consolidated a powerful ideological digital system. They act as true weapons of hybrid warfare, spreading disinformation, manipulating consciences, and fostering hatred, racism, and neofascism on a global scale.
However, history is not at a standstill. The transition to a multipolar world is an inescapable reality. We are witnessing the relative and progressive decline of the hegemony of the United States, marked by its deindustrialization, strategic impasses, the erosion of its capacity for moral leadership, and chronic economic problems. In stark contrast, we are witnessing the rise of new dynamic centers of power. We emphasize here the fundamental role of socialist China, which demonstrates to the world the superiority of a system oriented toward national development and the well-being of its people. We also highlight Vietnam’s rapid progress. The peoples of the Democratic People’s Republic of Korea and the Lao People’s Democratic Republic likewise remain steadfast on the path of socialist construction. The Global South is rising with renewed strength to claim its inalienable right to autonomous development. Socialism reasserts itself in the twenty-first century as the only viable alternative to the destructive logic of capital.
In the face of the loss of its primacy, U.S. imperialism, now under the aggressive leadership of Donald Trump, is reacting with enormous violence. In an attempt to reverse the inexorable march of history, the United States is resorting to brute force, extreme protectionism, illegal sanctions, and warmongering. Washington’s foreign policy seeks to hollow out multilateral institutions and impose its will solely through blackmail.
We condemn the criminal escalation of aggression in the Middle East. The world watches in horror, but not passively, as the genocide of the Palestinian people in the Gaza Strip and the occupied territories is carried out by the terrorist state of Israel with the direct backing of the United States. We vehemently condemn this ethnic cleansing. We demand full recognition of a sovereign and independent Palestinian state, with East Jerusalem as its capital. The Palestinians neither bend nor surrender. They deserve the most active support from all humanists and all free countries in their just struggle.
The imperialist is powerful, but far from invincible. The United States and Israel have been suffering humiliating defeats in their war against the Islamic Republic of Iran, and the attacks against Lebanon have received an effective response from the forces of the Axis of Resistance.
In Europe, NATO’s continued eastward expansion is fueling the proxy war in Ukraine, demonstrating the West’s refusal to accept a shared security architecture. Zelensky’s openly neo-Nazi regime is facing successive crises and, even with multi-million-dollar support, is destined for defeat.
In Latin America and the Caribbean, our region, the imperialist offensive is taking on the features of open neocolonialism. The infamous Monroe Doctrine has been renewed and is being applied with the servile support of local far-right governments and forces. The crudest form of fascist-inspired anti-communism is returning in practically the same guise as during the Cold War, serving as a pretext for threats, encirclement, and aggression.
We denounce the criminal attack on Bolivarian Venezuela, which resulted in the deaths of Venezuelans and Cubans and culminated in the outrageous kidnapping of the legitimate President Nicolás Maduro and Congresswoman Cilia Flores. To President Maduro, to Cilia Flores, to the Venezuelan people, and to the fighters who perished in this infamous attack, we extend our militant solidarity and our eternal tribute.
Washington’s clear objective is to thwart any effort toward Latin American integration and reduce our countries to the status of puppet states. They cast covetous eyes on our immense natural wealth and seek to prevent us from strengthening our ties with the emerging poles of the multipolar world.
Brazil, because of its economic and political weight, is a top strategic target of this offensive. Donald Trump’s administration, acting in direct collusion with the Brazilian far right, led by the Bolsonaro clan, openly attacks our country’s sovereignty. They impose extortionate tariffs, blackmail our economy, and attempt to interfere in an unacceptable manner in our institutions. The central objective of this offensive is to prevent Brazil from fulfilling its role as a sovereign state, committed to solidarity-based Latin American integration and to shaping new international relations founded on respect for the basic principle that every people has the right to freely choose its own model of democracy and development.
But they are meeting, and will continue to meet, with firm resistance. The government of President Luiz Inácio Lula da Silva has responded with dignity and resolve, defending democracy and national sovereignty.
In Brazil, the Communist Party of Brazil — PCdoB — stands on the front lines of this historic battle, contributing to the reconstruction of the country while, at the same time, taking to the streets and mobilizing the working class to defend the nation, decisively defeat the neo-fascist traitors, and secure a new cycle of development. We are fully aware that the presidential election of October 2026 will have a decisive tactical and strategic dimension. On one side will stand the broad front in defense of democracy, reindustrialization, and regional integration; on the other, anti-national neo-fascism, backed by the financial oligarchy and directly serving U.S. imperialism. Defeating them at the ballot box and in the streets is our central mission.
Comrades, the historical experience of the twentieth century teaches us a lesson we must never forget: fascism must never be underestimated. It is the extreme authoritarian response of capitalism in profound crisis. When progressive forces become fragmented, authoritarianism advances. To confront it successfully, it is essential to build a broad and solid unity of democratic, patriotic, and popular forces in each of our countries. And at the international level, it is imperative to strengthen the bonds of solidarity and active cooperation among anti-fascist and anti-imperialist forces.
And for us communists, the struggle to defend the environment and to boldly confront the climate crisis are inseparable parts of the anti-imperialist struggle. There will be no salvation for the planet under the logic of maximizing capitalist profit; genuine sustainability requires development with social justice and new relations of production.
Comrades, our strength lies in our unity. The uncompromising defense of world peace, the urgent protection of our common planet, the relentless struggle against fascism, and the daily fight against imperialism are causes that converge and come together in the great struggle for the emancipation of workers and all oppressed peoples.
Socialism is not a relic of the past. Socialism, advancing toward communism, is re-emerging on the horizon of the twenty-first century not only as an urgent historical necessity in the face of the civilizational crisis, but as a real, vigorous, and victorious project under construction. It is the only path capable of harmonizing the extraordinary development of the productive forces with the broadest social justice, genuine democracy, and environmental balance.
Let us remain steadfast in the struggle, certain that we are on the right side of history. A transition in hegemony is never peaceful, but victory inevitably belongs to the peoples who dare to struggle and refuse to surrender!
